Consultations and cooperation between NATO and Ukraine are based on the Partnership Charter (1997) and the 2002 Action Plan. In 2007, we celebrate the 10th anniversary of the Charter. These activities are planned within the NATO-Ukraine Commission, which holds regular meetings at the level of ambassadors and military representatives. Since April 2005, intensified dialogue between Ukraine and NATO has been underway, which represents the next step in the fulfilment of Alliance membership conditions.
Defence cooperation is very intensive. Ukraine asked for NATO assistance in the transformation of its conscripted army into a smaller, more mobile and professional force that could actively contribute to European security. NATO’s priority is to strengthen democratic and civilian control over the Ukrainian armed forces.
Ukraine participates in some NATO-led operations (KFOR, NTM-I, within ISAF it issues overflight clearances for air forces flying to Afghanistan). Deployment of Ukrainian troops to the ISAF mission is also planned. Since 21 April 2005, Ukraine has been participating in the Active Endeavour Operation.
Ukraine has intensively participated in the PfP activities, in accordance with the provisions of NATO-Ukraine Special Partnership Charter and NATO-Ukraine Action Plan. Intensified Dialogue includes NATO key requirements and conditions as well as the necessary reforms – i.e. the national defense and security sector reform and adaptations to the Euro-Atlantic standards – for membership in the Alliance. NATO members and Ukraine have been maintaining lasting cooperation, particularly in the context of operations in the Balkans, the Mediterranean, Iraq and Afghanistan, and in the transport of aircraft for NATO use.
