Nato enlargement – candidate countries

At Riga NATO Summit in November 2006, heads of state and government confirmed the continuation of Alliance’s open-door policy. They welcomed the efforts of Albania, Croatia and Macedonia in their preparations for NATO membership and sent a clear message in their declaration that at the 2008 summit the Alliance will only invite the countries that fulfil the required conditions.

The informal meeting of NATO foreign ministers in April 2007 in Oslo confirmed the open-door policy and readiness that one or more new countries be invited to join the Alliance at the 2008 NATO Summit. The decision on membership will depend on the candidates and will be adopted on the basis of progress achieved by each individual country. An additional cycle of the Action Plan for NATO membership for the period 2007 2008 will stimulate the continuation of reforms in the three candidates.

The last cycle of Membership Action Plan is expected to conclude by March 2008, that is prior to the NATO Summit in Romania. Progress report will be compiled by 20 February 2008 and North Atlantic Council meetings with individual candidates will conclude by 1 March 2008.
