Human Security Network (HSN)

An informal group of countries was formed in 1998, at the initiative of Norway and Canada, for the purpose of acting within the Human Security Network (HSN) towards resolving issues directly affecting human security. Slovenia was invited into the group in 1998 on the occasion of the UN General Assembly Session. The group's functioning is based on cooperation with like-minded countries and international and non-governmental organisations in carrying out activities and launching initiatives aimed at consolidating the existing or contributing to the formation of new political and legal mechanisms relating to human security.

 

In addition to Slovenia, Network members include: Austria, Canada, Chile, Costa Rica, Greece, Ireland, Jordan, Mali, Norway, South Africa (observer), Switzerland and Thailand.

 

The HSN is active in the following domains:

 

The group convenes once a year at the level of foreign ministers, and the ministers also meet every year during the Session of the UN General Assembly.

 

The 6th ministerial meeting held in Bamako on 27–29 May 2004 established the criteria for enlargement of the HSN, whose present composition is marked by a relatively small number of participating countries and uneven geographic representation. The only specific criterion is the ratification of the Ottawa Convention on Landmines, while other criteria are more loosely defined and include the signing of the Rome Statute of the International Criminal Court, ratification of or statement of intent to ratify the six main conventions relating to human rights, cooperation with UN human rights mechanisms, respect for the rights of women and the principle of equality, promotion of and respect for the rights of the child, and promotion of human rights education.

 

The HSN has so far been presided over by the following countries:

- Switzerland, 1999/2000, 2nd ministerial meeting, Lucerne, 11–12 May 2000;

- Jordan, 2000/2001, 3rd ministerial meeting, Petra, 11–12 May 2001;

- Chile, 2001/2002, 4th ministerial meeting, Santiago, 2–3 July 2002;

- Austria, 2002/2003, 5th ministerial meeting, Graz, 8–10 May 2003;

- Mali, 2003/2004, 6th ministerial meeting, Bamako, 27–29 May 2004;

- Canada, 2004/2005, 7th ministerial meeting, Ottawa, 19–20 May 2005;

- Thailand, 2005/2006, 8th ministerial meeting, Bangkok, 1–2 June 2006;

- Slovenia, 2006/2007, 9th ministerial meeting, Ljubljana, 17-18 May 2007.

 

 

Slovenia handed over the HSN presidency to Greece at the ministerial meeting in Ljubljana on 18 May 2007.
